Are Lumens and Watts the Same Thing?
They are not, and the reason the confusion persists is that for about a century they were close enough to interchangeable.

The short answer
No. Lumens measure light produced; watts measure electrical power consumed. They were treated as interchangeable for a century because incandescent bulbs converted power to light at a consistently poor rate, so wattage predicted brightness. LEDs vary enormously in efficiency, which broke that shorthand completely.
With filament bulbs the relationship held because the physics was fixed: heat a wire until it glows and you get a predictable, very low fraction of light for the power you put in. Everyone learned that a 60-watt bulb was a certain brightness, and it worked, because every 60-watt bulb was doing the same inefficient thing.
LEDs broke it because two LEDs drawing identical power can differ substantially in the light they produce, depending on the emitter, the drive current and the thermal design. Wattage now tells you about consumption and heat, and almost nothing about output.

Why you still see wattage on flashlights
Two reasons, one honest and one not. The honest one is that some manufacturers state the emitter's rated power as a component specification. The dishonest one is that 'a 100W LED flashlight' sounds impressive to a buyer who learned brightness in watts, and it is technically a claim about a part rather than about the light.
NitecoreLights makes the point directly in its guide to the FL1 standard: terms like '3W LED' were common when high-power LEDs first appeared, and because LEDs have varying efficiencies and rarely operate at their rated power, the figure does not really carry any meaning. A wattage claim on a flashlight is a claim you cannot convert into light.
The one place watts are genuinely useful
Estimating heat and runtime. A light drawing more power empties its cell faster and produces more heat, and heat is what forces thermal step-down. If you know a light draws roughly ten watts and its cell holds around eleven watt-hours, you can predict roughly an hour at that setting — which is close to what manufacturers publish when they publish anything at all.
That arithmetic is the reason a small light cannot sustain a large number. There is no way around it: the energy has to come from somewhere and the heat has to go somewhere, and neither problem is solved by writing a larger figure on the box.

Common questions
How many lumens is a 100 watt bulb?
For a traditional incandescent bulb, roughly 1,500 to 1,700 lumens is the figure people generally worked to — but the conversion only ever held for filament bulbs, because their efficiency was consistently poor and therefore predictable. For LEDs there is no fixed conversion at all: two LEDs drawing the same power can produce substantially different amounts of light.
Is a higher wattage flashlight brighter?
Not reliably. Wattage tells you how much power the light consumes, which predicts heat and how quickly the cell empties, but not how much light comes out. NitecoreLights notes that LED power ratings carry little meaning because efficiencies vary and LEDs rarely run at their rated power. Compare lumens for output and beam distance for reach.
What does 10W LED mean on a flashlight?
It describes the emitter's rated electrical power, not the light produced. It is a component specification borrowed onto a product where it does not answer the buyer's question. If a listing states wattage but not lumens, runtime or beam distance, it is telling you about a part rather than about a flashlight.
