Twenty dollars is a real budget for two kinds of light and a bad budget for everything else. The trick is knowing which kind you are buying.

What twenty dollars buys, honestly
Under twenty dollars, two categories are genuinely good value: flat pocket task lights for close work, and simple lights that run on AA cells. Everything else at this price — high-lumen handhelds, tactical-styled lights, anything advertising four figures of output — is buying you a number rather than a light.
The reason is not a conspiracy, it is a bill of materials. A light that produces real output for a real length of time needs a decent emitter, a regulated driver, a cell with meaningful capacity and enough aluminum to move the heat away from the LED. Under twenty dollars at least one of those has to give, and the one that gives first is usually the thermal path — which is why cheap high-output lights are blindingly bright for thirty seconds and unremarkable thereafter.
Where twenty dollars works beautifully is when you stop asking for output. A flat 250-lumen task light for working under a sink is a genuinely useful object, and 250 lumens at arm's length is plenty. A simple two-AA light in a glovebox is useful for a decade. Both are cheap because they are simple, not because something has been left out.

A twenty-dollar light that is the right shape for the job it does — flat for a pocket, magnetic for a hood, AA-fed for a drawer — is worth more than a twenty-dollar light that produces two hundred more lumens and is the wrong shape for everything.

What to avoid under twenty dollars
- Any light advertising four-figure output with no runtime published anywhere. The emitter may well reach it; you will not be able to use it.
- Listings that quote 'military grade' or 'tactical' without a single number attached. Neither term has a definition in this context.
- Sealed-cell lights sold for emergency use. A lithium cell that has sat in a drawer for two years is frequently flat, and you cannot swap it.
- Zoom heads at the very bottom of the price range. The optics that make a zoom work cost more than the whole light does at this price.
- Multi-packs where no individual specification is published. Three unknown lights are not better value than one known one.
The one place cheap genuinely wins
Redundancy. The most common household lighting failure is not a weak light, it is no light within reach: the good flashlight is in the kitchen and the power went out in the basement. Three adequate twenty-dollar lights placed in three rooms solve a problem that one excellent sixty-dollar light does not. If they all take AA cells, one box of batteries covers the lot.

Are $20 flashlights any good?
For close work and for backup duty, yes — a 250-lumen flat task light or a simple AA-powered light is genuinely useful at that price and will last for years. For a primary handheld light meant to throw a usable beam for hours, no: at that price the thermal path and the cell capacity are the first things to be cut, and the result is a light that is bright for less than a minute.
What is the brightest flashlight under $20?
Brightest is the wrong question at this price, because the honest answer is always 'for how long'. NEBO publishes 500 lumens for 30 seconds on the SLIM Mini 500 and 250 lumens for two hours — those are figures from the manufacturer, and the second one is the useful specification. Any sub-$20 light claiming four figures without a published runtime is quoting a peak you cannot spend.
How many lumens do I actually need?
For walking a dog, finding a fuse box or reading a map, 100 to 300 lumens is plenty and will run far longer. For a garage, a yard or a campsite, 500 to 1,000 lumens is comfortable. Above about 2,000 lumens you are buying a burst rather than a mode, because almost no handheld light can shed that much heat continuously.
