Best value and best are different questions
The best-value rechargeable flashlights are built around a standard 18650 cell, publish an IP rating and cost around thirty dollars. The best rechargeable flashlights, without qualification, cost several times that and buy you a published runtime beside every output figure, an impact rating, a warranty and consistency between units. Both answers are correct; they answer different questions.
This page ranks the whole category rather than a price band, so the table below will put value leaders above lights that are, in every other sense, better made. That is not a bug in the metric. It is the metric doing its job: telling you what you get per dollar, and leaving you to decide whether the things it cannot count are worth the difference.

What rechargeable actually changed
The obvious change is that you stop buying batteries. The less obvious one matters more: a lithium cell holds its voltage far more steadily under load than an alkaline does, so a rechargeable light stays at its rated output instead of fading through the evening. That is why a 500-lumen lithium light often looks brighter in use than a 700-lumen alkaline one, and why alkaline runtime figures should be read with more suspicion than lithium ones.
The cost is that lithium cells age whether you use them or not. A charged cell left in a drawer for two years will have lost capacity, and one left flat for two years may not come back at all. That is the reason our emergency picks lean on AA and D cells, and the reason a light with a removable cell is worth more than its price difference.

We also give explicit credit for publishing: a manufacturer that prints a runtime beside its maximum output has told you something checkable, and that is worth more than an extra few hundred lumens nobody can verify.

The pick to skip on this page
The Energizer Vision HD is a competent 1,200-lumen light with four hours of published runtime and a USB power-bank output that is genuinely handy in an outage. It is also, in Energizer's own words, built around non-removable lithium-ion batteries — which means the company that sells more replaceable batteries than anyone on earth has sold you a light you cannot re-battery. Buy it for regular use if you like it. Do not buy it for the drawer.
Common questions
Are rechargeable flashlights better than battery ones?
For anything used regularly, yes: a lithium cell holds voltage steadily under load, so output stays flat instead of fading, and the running cost drops to nothing. For a light that sits unused for years — a car kit, a storm shelf — a light taking AA or D cells is usually the better buy, because alkalines hold their charge on a shelf for a decade and a lithium cell does not.
Can you replace the battery in a rechargeable flashlight?
It depends entirely on the model, and it is the single most consequential thing to check before buying. Lights built around a standard cell — an 18650, a 21700, a 14500, a 16340 — take a screw-off tailcap and a five-dollar replacement. Lights with a built-in cell, which manufacturers describe as 'integrated' or 'non-removable', cannot be re-celled by an ordinary owner: when the battery reaches the end of its cycle life the whole light is refuse. Energizer, for example, states plainly that the Vision HD Rechargeable uses non-removable lithium-ion batteries.
How long does a rechargeable flashlight battery last?
Lithium-ion cells are generally rated in charge cycles rather than years, and a cell that has lost enough capacity to be annoying is usually still working — just for half as long. Some manufacturers publish the figure: Petzl rates the CORE pack at 2 years or 300 charging cycles, and Maglite quotes up to 2,000 cycles for the LiFePO4 pack in the ML150LRS. Most brands publish nothing at all, which is why a replaceable cell matters more than any published cycle rating.
How many lumens is a good rechargeable flashlight?
Between 500 and 1,000 lumens covers almost every household and outdoor use, and does it with runtime left over. Above 2,000 lumens you are buying a burst rather than a mode: very few handheld lights can shed that much heat continuously, which is why the manufacturers who publish runtimes at those levels quote hours and the ones who do not quote nothing.
