The outage specification is shelf life
An outage light must work on the first press after two years of doing nothing. That makes shelf life the specification and brightness a secondary concern, which is why lights running on AA or D alkaline cells often beat rechargeables here: alkalines hold usable charge for a decade on a shelf, and a lithium cell left in a drawer self-discharges and ages whether you use it or not.
This is the one page on the site where our headline metric leads you astray, and we would rather say so than quietly rank around it. Lumens per dollar measures what you get on the day you buy. An outage light is judged on what it does on a day several years later that you cannot predict, and no ratio computed today captures that.

The failure mode, described properly
Lithium-ion cells lose charge slowly while sitting and lose capacity permanently as they age, faster when stored fully charged or fully flat and faster in heat. A rechargeable light put away at 80 percent in June is not at 80 percent two winters later. If it was put away nearly empty, it may not recover at all.
The compounding problem is that you cannot do anything about it in the moment. A sealed-cell light that is flat during an outage is a paperweight until power returns — which is precisely when you do not have it. Energizer states plainly that the Vision HD uses non-removable lithium-ion batteries; that is a good light and the wrong light for a drawer.

How we ranked these
Published output over live price, then heavily adjusted for storage behavior: a light that can be re-powered from ordinary cells scores far above one that cannot, regardless of ratio. Runtime at a low, usable setting is treated as the headline figure, because an outage is measured in days.

Every publisher in this category says they tested twenty flashlights. We have not tested any, and we say so. What we do instead: compile the manufacturer's own published ANSI FL1 figures, pull the price the light is selling for right now, and divide one by the other. Every number on this page is one you can check yourself in about two minutes.
How many lights a household actually needs
More than one and fewer than you think. The realistic minimum is three: one where you will be when it happens, one on the way to wherever the electrical panel is, and one for whoever else is in the house. A lantern for a table and a headlamp for anyone who has to do something with their hands makes it a genuinely comfortable arrangement rather than a survivable one.
Standardize the battery. If everything in the house takes AA cells, one box covers the lot and you will actually have spares. Mixing AA, AAA, D and three proprietary lithium packs guarantees that whichever one you reach for is the one you have no spare for.
Store them charged, store them cool, check them twice a year
- Remove alkaline cells from a light stored for years — alkaline leakage is the most common cause of a dead emergency light, and it ruins the contacts.
- Store spare alkalines in their packaging, somewhere cool and dry. They will still be good in a decade.
- If a light is rechargeable, top it up when the clocks change. Twice a year is enough and it is a date you will remember.
- Check the light actually turns on when you do. A charge indicator is not the same as a working light.
- Keep one light where you sit in the evening, not only where you think it belongs.
Common questions
What is the best flashlight for a power outage?
One that runs on ordinary alkaline cells, because those hold usable charge for years on a shelf and can be bought during an outage. NEBO's Newton 2000 publishes 2,000 lumens for 2.5 hours on nine AA cells with an IPX7 rating; Streamlight's Siege AA lantern publishes 50 lumens for 37 hours and floats. A rechargeable light with a sealed cell is the least dependable choice for storage, however good it is in daily use.
How long should an emergency flashlight last on one set of batteries?
Look for tens of hours at a usable low setting rather than hours at maximum. Streamlight publishes 37 hours at 50 lumens and 192 hours on red for the Siege AA; NEBO publishes 20 hours at 100 lumens for the Newton 2000. Those are the figures that matter across a multi-day outage — the maximum-output number will be spent in the first evening.
Can you replace the battery in a rechargeable flashlight?
It depends entirely on the model, and it is the single most consequential thing to check before buying. Lights built around a standard cell — an 18650, a 21700, a 14500, a 16340 — take a screw-off tailcap and a five-dollar replacement. Lights with a built-in cell, which manufacturers describe as 'integrated' or 'non-removable', cannot be re-celled by an ordinary owner: when the battery reaches the end of its cycle life the whole light is refuse. Energizer, for example, states plainly that the Vision HD Rechargeable uses non-removable lithium-ion batteries.
Should I keep rechargeable flashlights charged all the time?
Not continuously plugged in. Lithium cells age fastest when held at full charge or left completely flat, so the practical routine is to top up twice a year — when the clocks change is an easy date to remember — and to check the light actually turns on rather than trusting a charge indicator.
